(57) Disclosed in the present invention are a tamper head of a block making machine and a double-layer paving block making process. The tamper head of a block making machine comprises a movable cross beam, a vibration cross beam, and a tamper head base. A plurality of locking assemblies, a plurality of elastic assemblies, and a plurality of limiting assemblies are provided between the movable cross beam and the vibration cross beam. The tamper head of a block making machine is pressed against a concrete material in the vibration process of a vibration mechanism, and the tamper head of a block making machine can move upwards to leave the surface of the concrete material temporarily due to a vibration force, so that the vibration mechanism vibrates without pressure, so as to uniformly distribute the concrete material. In addition, the tamper head of a block making machine presses the concrete material downwards under the action of the resilience force of the elastic assemblies, to make compact blocks. In the block making process, the tamper head of a block making machine is used to produce double-layer paving blocks, the tamper head of a block making machine limits the vibration amplitude of the vibration mechanism, so that a base material layer is prevented from moving up to a top material layer under vibration, thereby achieving cleanliness and aesthetics of the surface of the paving blocks.
