Frost/deicing salt damage to concrete block steps in a garden

Who is liable for the work result?

A property owner browses the catalog of a concrete block manufacturer and chooses visually appealing block steps to be installed by a landscape contractor. The landscape contractor procures and installs the blocks to create stairs from the terrace into the garden and from the side entrance to the garage. Acceptance is completed without any complaint. After one winter season, the client submits a complaint to the landscape contractor, referring to considerable surface scaling and spalling on top of near-surface aggregates.
